KOTA BHARU, 22nd August 2024 – Today marked the final day of the NCOS-East visit, and Course Participants (CP) gained invaluable insights into disaster management and relief efforts in Malaysia. The briefings from the 8th Brigade, Malaysia Civil Defence Force, Fire and Rescue Department and Royal Malaysian Police have equipped all CP with comprehensive understanding of the collaborative approach taken to mitigate the impact of disasters.
Lt Kol Hanasrul Imran Bin Ghazali, Deputy Commander of the 506 Territorial Army Regiment, representing the 8th Brigade, explained their operational capabilities, emphasising on their swift deployment and logistical support in flood relief operations. Lt Kol (PA) Mohd Farid Bin Ishak, Deputy Director of the Malaysia Civil Defence Force State of Kelantan, illuminated their dedication to the search and rescue missions, ensuring the safe evacuation of those trapped in the clutches of disaster. PgKB II Mohd Wildan bin Azhari from the Fire and Rescue Department highlighted their unwavering courage and expertise in battling blazes, conducting daring rescues and providing crucial humanitarian aid. The final briefing was from Assistant Commissioner of Police Ignatius Francis from the Royal Malaysia Police who explained the underscoring of their pivotal role in maintaining order amidst chaos, coordinating traffic flow and safeguarding the security of vulnerable communities.
The briefings summarieses the importance of coordinated and integrated approach to disaster management, as outlined in the National Security Council Directive No. 20. The Incident Command System (ICS) emerged as a key framework for effective command and control during emergencies, enabling seamless collaboration among various agencies. CP’s were also briefed on the specific challenges faced during the monsoon season in Kelantan and the proactive measures being taken to address potential floods. The emphasis on early warning systems, evacuation plans and the strategic deployment of resources reflects the commitment to safeguarding lives and property.
The NCOS visit had been an eye-opening experience, leaving participants with a profound appreciation for the dedication and expertise of those involved in disaster management. The visits overall gave CP the confidence that Malaysia is well-prepared to face any challenge that may arise, and thanked to the collaborative efforts of those agencies and their unwavering commitment to the safety and well-being of the nation.
